Jaguar games (on cartridge or CD) are not region-specific, they will work on both kind of Jaguars (NTSC+PAL). The only exceptions are some few CD titles which have timing problems when run in a PAL (50Hz) console.
BTW: You can modifiy your Jaguar-console to
run in either 50Hz or 60Hz, but the videosignal will still remain NTSC or PAL.
