Yes, you can use a US Lynx in Europe. Handhelds haven't got region coding, and they run off batteries. If you want to run it off mains power, just get a suitable battery eliminator from a nearby electronics shop. Just make sure that you pay attention to AC/DC, ampere and volt ratings.
