When it comes to capacitors and resistors, I would just replace the existing ones with new ones as they are cheap components and there are relatively few. They are fairly easy to desolder compared with the IC's, so that is where I would start.

Again, if you haven't done this before, best to get someone that has some experience with a soldering iron to help. It is fairly easy to apply too much heat into the traces that run between components and cause them to lift. Not desirable!

Make sure you buy suitable equivalent replacements. Be careful with the capacitors as there are various types that have different characteristics.

If you get to the stage of having to replace IC's then you will need a lot of patience. I would tend to think it is a dry solder joint on components, then a failed capacitor or resistor and only then a failed IC.
