I'm very confused about your setup.
You don't need to boot TOS from disk. TOS is built into the ST already.
First, is everything hooked up correctly? (Floppy drive to floppy port, monitor to monitor port, power to power socket, etc.)
Now stick in a blank floppy into the floppy drive and turn on the computer.
Your should be greeted with a green screen (with a color monitor hooked up) or a black and white screen (with a mono monitor hooked up) with two file cabinet graphics in the upper left hand corner.
Did you get this far? If so, then TOS is loaded already.
