I used SCSI-tools and HuSHi for quite some time so i really can't understand your question. SCSI-tools allows to partition a harddisk in several ways and on the Falcon, up to 1 GB is possible without any additional programs or patches.
Just use the button "Aufteilen" (split up) or decrease all unwanted partitions to a size of zero, then add all the remaining space to the partitions you like (double click on the arrow).
If that is not your problem, please give more details of where SCSI-tools refuses to do what you say.
Basically, for running a JAZ- or a ZIP-drive, a CD-ROM or a harddisk, HuSHi and HDDriver bear about the same reliability.
The biggest advantage of HDDriver is, in my eyes, the included generic SCSI system driver.
