Unfortunately, ZORRO is not that simple.
Commodore invested quite a lot into its development and as far as i know (and that's not very far though), the ZORRO-standard is a quite intelligent one.

However, if the drivers would be split into a high- and a lowlevel part, only the lowlevel part would rely exclusively on the ZORRO-bus and would need to be rewritten for other bus-systems while the highlevel drivers could be used with any (working) lowlevel part.
This would at least spare some work.
