Well, I have to say this, but if the drive will read, but not format (write) the drive could have a defective write circuit.

Try formatting a disk in SS/SD format using DOS 2.0 or DOS 2.5 with a SD disk.
If that completes, try Enhanced denisty on the same disk.
If that works try SS/SD on the 500K disk.
