 Subject: Steem in 256 colours

Does anyone know why it isn't recommended to use an emulator like Steem in 256 colour mode? Strictly speaking, getting 256 colours out of 262,144 is a lot better than 16 out of 512 or 4096, yet it never looks right. Is it because the way PC graphics works is more rigid compared to the ST? Can an effect like Spectrum 512 be achieved on a VGA card (Display pictures in 18-bit colour)?
