Well... If you consider jaguar to be a 16 bit console because of the 68000 it used as a controller, you could just aswell consider modern day PCs 8 bit because they still have the com-port. Heck, the CPU even supports old x86 code...

The jaguar had 16 bit parts, 32 bit parts and 64 bit parts. Each part was designed to do a task, and wasn't designed more powerful than needed. Very easy.
