Howdy,
I think the oAESis/oTOSis/oCPUis project did this, sort of. It's still running on X, but it enables GEM stuff to run on linux machines. oCPUis is only needed if you're not running on an actual 68k CPU. oTOSis provides TOS services wrapped to linux counterparts, while oAESis provides AES services in the X environment.
AFAIK it's kind of neat, but it's not finished (unfortunately).
