Simply if you don't connect anything to the system and turn it on it will give you that memory test regardless.
The Atari 800xl is a very simple machine. Likes its predecessor the Atari 800 did not have a built in diag tester except the notpad screen. The Atari 800xl changed all that, which was a good idea at the time. However, it did nothing for the user.
However, if you insert a cartridge or boot from a floppy-depending if it does not need Basic-then you need to hold down OPTION before booting.
