I don't neccessarily think that such a system would be unporfitable. There is a big retro games market, and a lot of drawbacks with the current 10-in-1 type gadgets you get now, most notably, that they only support one player, when most of the old games are meant for two.
I think the reason it won't happen though is quite simple. The current owners fo Atari are games producers, not hardware people. The have neither the facilities or technical people to make new hardware by themselves. it's easier fo rhtem jus tto license it to others to play around with.
The other problem I have is kit construction. While a good idea, education wise, I think the complexity of putting it together would discourage most parents from buying it for children, seeing it as one of those things that would never get done. Also assembly costs, and unit cost of hardware, these days are so low, the difference in profitability would be minimal.
