Look for Goat Tracker. I thought it may make a good base for an Atari editor.

Would you support channel joining, stick to the common 2 * 8-bit + 1* 16 bit channels, or go for 4 * 8 bit?

On the 8-bit front - I haven't got on very well with the existing editors - namely Choas Music Composer and Music Protracker. I think you need a better way of forming and testing your instruments/effects and so a mouse driven interface better suits this.
