If you don't want to switch between 50Hz and 60Hz easily, then you can just use solder only or a short wire (a 0-Ohm SMD-resistor is just that, but in a shape a SMD-assembling machine can handle).

But I would recommend using a switch!

And don't forget that this doens't change the NTSC-output to PAL (on the RF-modulator), it just changes the refresh-rate of the screen.
