ECl stands for something, perhaps Emitter Coupled Logic, what do I know :)
Anyway, the signal is digital, as apposed to that of VGA. I don't know of any converters from ECL to VGA, it's probably possible but very hard to do.
Try and locate an Atari monitor or otherwise compatible ECL monitor.
Unfortunately very few games will work with.
As for the differences between 1.0 and 1.4, 1.4 is faster, has way better handling of hard drives and support for the blitter.
