There's a couple of ways without using a floppy drive on the PC but quite frankly: To serve an Atari without a harddisk, that's the easiest option. Copy files to a DD disk on the PC, read them out on the ST.
I recommend Petr Stehlik's excellent PARCP-USB which works miraculously well and can also be used on an Atari without a hard disk. If your PC has an R232-port, Ghostlink might also be an option.
