Try Machine Config->Keyboard Language, I don't know what type of keyboard you are using but you have to make sure that the TOS version, Steem keyboard language and PC keyboard type all match. i.e If you had a French AZERTY PC keyboard you would have to use a French TOS and French keyboard language.
