This is very odd, there are only 4 things on Steem that can affect the keyboard layout and that is keyboard language, shift and alternate correction, TOS version and shortcuts (all these can be altered by you, so it should be possible to get it working).
If I remember correctly in Windows you can make certain programs load up with certain keyboard layouts, is it possible Steem is loading up with French? If your version of Windows is like mine then you can turn on the keyboard language indicator to make sure, just go to Control Panel->Keyboard->Language and turn on "Enable indicator on taskbar". Now when Steem's main window is active move the mouse over the indicator and it will tell you what the keyboard language is.
