A Peltier element's thermal output (hot side) is a combination of what it draws out of the object you're cooling plus that of its own power consumption. It's all too easy to feed a high voltage into a Peltier to get it very cold on one side but then the output at the other side becomes so high that if you don't have a sufficiently large heat sink to dissipate it, the thermal energy then starts creeping back the other way and you end up frying the chip you're trying to cool! I've got a 20x20 mm Peltier from Maplin, cost Ł30, very nice toy but so far haven't installed it, no heat sink big enough to fit anything I'd use it in. The first time I tested it I foolishly fed it 12 V and it became so hot it melted the solder and the power wires fell off. Lucky I was able to solder them back on (just) and now only run it on 5 V.
